Kazakh traders have been granted the opportunity to export feed flour to China, provided they comply with new supply conditions. The key requirement remains that the products must be manufactured at facilities included in the register of the General Administration of Customs of China.Previously, China tightened market access rules, allowing only producers of feed flour to export. The expansion of participants became possible following negotiations between the authorized bodies of Kazakhstan and China. The Committee for State Inspection in the Agro-Industrial Complex of Kazakhstan informed market participants about the changes.
“Currently, the export of feed products to the People’s Republic of China can be carried out not only by manufacturing enterprises but also by traders, provided that the products are produced exclusively at facilities included in the GACC register,” the committee stated.
At the same time, territorial inspections have been instructed to strengthen control over feed mix exports to minimize the risks of product returns or export restrictions. Particular attention is paid to preventing the export of products made from foreign, including Russian, raw materials disguised as Kazakh-origin goods.
According to Yevgeny Karabanov, Head of the Analytics Committee of the Grain Union of Kazakhstan, from September to March of the 2025/26 marketing year, Kazakhstan exported a record volume of feed flour — 2.1543 million tons, which is nearly 2.2 times higher than the same period of the previous season. In March alone, shipments amounted to 327.2 thousand tons.
China remains the primary export destination, accounting for more than 99% of total shipments. After changes to the accreditation procedure by the GACC in March, 46 enterprises received approval to export wheat-barley feed mix, while 52 additional applications are still under review.
